Russia to Build a Silicon Valley

The Russian government has granted $340 million to build, from scratch, a Silicon Valley-esque innovation centre in an attempt to prevent the exodus of scientists and engineers that has been happening since the 1990s.

“The overall goal is to commercialize emerging technologies in energy, biomedicine, information technology, telecommunications, and nuclear engineering--and to eventually diversify Russia's economy away from its dependence on oil and natural gas.”

Well our Valley was built over time, not as a form to keep scientists and techie heads around.

Not sure how this will work, skimmed the article but they didn't say if any of this will be pre-determined by the current techy heads or if its completely built by the government.
