rotating desktop in vindows vista

my dad is trying to set up a second monitor for his laptop at his desk. the way he has the monitor set up is hanging upside down in one of his cubby holes. the monitor does not have an option to rotate the display 180 degrees. i was almost certain you could do it in vista though.i read that it could be done using ctrl+alt+(any arrow key) this does not work. does anyone else have any other suggestions?
 
Rotate the monitor on the mount?

From a software side, this is usually found in the computer's graphics setup application (at least, in my experience, I've always found it there), although with a Tablet PC that I'm on right now, I get an orientation option in the same screen with resolution selection on Windows 7.
 
its an intel graphics driver, but when i bring up the control panel for the driver, it just don't show up but i can find screenshots of where it should be, i guess his chipset just don't support it
