Supreme Court set a precedent, you can't do that anymore.

Leave it to the supreme court to mess up a good thing. Maybe they just throw them in jail for vagrancy now, same diff.

The SPCA in San Francisco noticed that many homeless were setting up encampments around their campus and the area was being contaminated with used needles and other refuse.

Definitely lots of other "refuse" in the bay.....
