Regaining Folder Permission / Access

I have a folder on a Windows 2003 server that will not allow me to change securities / permissions / delete. The security tab is completely missing from the folders properties. I have tried to propagate security / ownership permissions from the parent folder and always get "Access Denied".

I also found a utility from Microsoft called fsutils (which pertains to DFS mainly) that supposedly forces a delete, but it did not work.

Edit 1: I just tried cacls through DOS to try to force admin permissions to the folder with no luck.
Edit 2: Just download xcacls from Microsoft and received the same "Access is Denied" message.

I suppose the silly question is in order: did you try booting in to safe mode? Or command prompt? (You say you used DOS, but you could've been running this while in a regular Windows session--just want to make sure that is covered.)

EDIT: Changed "a command prompt" to "DOS"... don't want to quote you wrong!
