Question about AMD Eco-mode and PBO

I haven't used the AMD platform yet, but am planning to get a Ryzen 9 7000 series soon. I was just wondering...are eco mode and PBO both in the bios settings? And are they both just one-step toggle? Or does either one involve another step/click?

Yup its typically found in the amd overclocking section. You need to have pbo on auto or sometimes eco doesnt show up there.

Do you need to reboot the computer after setting either PBO or Eco Mode?
On my ryzen 5500, any major change I do in windows using Ryzen Master, the computer needs to restart. It's like the program just configures the bios for you. I guess that's what that "AGESA" in the bios updates is for. It's like an AMD supplied part of the bios that provides support for hardware and communicates with Ryzen Master etc.

Ryzen Master is AMD's windows utility for configuring your cpu.
