i think those p4000s can do h265 encoding and de coding?

It can encode fine, for decode only H.265 (HEVC) 4:2:0 it cant do 4:4:4.

would 4:4:4 even matter for Plex or Jelly Fin? i don't a think a single GPU ogg my GRID assigned to the VM with 6 to 10 CPU cores is going to do much for more than 3 or 4 streams. but, idk if i have free slots left, maybe but, it does appear to be a single slot
