Proper way to handle Paypal payment with NO shipping address

Just got a payment from a motherboard I'm selling and the Paypal details says no shipping address and I'm "NOT ELIGIBLE" for seller protection. Should I refund payment until he gets a confirmed address?

I would, personally.

I only shipped to confirmed addresses. No reason to risk it honestly, it will sell to someone else who is verified. That said, you should also state this in your sales ad IMO.

Buyer messaged me, he said he added an address today. I guess I will have to wait for it to show before I can ship

Just refund him that transaction and ask him to sent again.
