problem with my coffeelake refresh build and performance issue

1st build coffeelake refresh from scratch ..... since haswell era....

ok... i have been rusty, last my last complete build was back in haswell era and now i ran into few problems...

I have following:

Intel i3-9100
Onda B365 DDR4 ITX
DDR4 2400mhz 16GB x2
Nvidia RTX2080 TI


for some reason, if i set the PCIe to gen 3 it will crash often, but when i switch to gen 2 it is buttery stable....

I need some help on this... maybe is some other PCIe bios setting i need to do?


another question:

I ran into crappier performance on the same PS3 emulator with the 9th gen i3 in compare to my old UNC with 6th gen i7... was this due to thread issue? if so, i might drop some dough into CC150 CPU..


and previously i have:
Intel NUC with 6700HQ
DDR4 2400Mhz 16GB x2
Nvidia RTX2080 TI over ThunderBolt 3
 
update!

1) it was the pcie extension cable that is the problem
2) PS3 emulation needs 8 threads, as result, even though i3 9100 is more powerful but i will need to get at least i7 9700 or better i7 10700

The difference between the two is quite literally benchmark margin of error. The 10 series offers basically nothing over the 9 series.

The 6700HQ has more threads, and if it had higher clocks, it'd outperform the i3-9100. As it is, it's more of a side grade than an upgrade. Userbenchmark reports a 23% increase in performance, but most of that is due to clock speed alone. An i7-6700K is a better part than the i3-9100. If you hadn't already invested in the Intel motherboard, I'd have said to go with a Ryzen 5 3600X. Since you already have the board, your best bet would be a i7-9700K if you can find one on the cheap. They're probably floating around from people upgrading to the 10 series.
 
i am currently in china and domestic boards are very cheap (Domestic means china brand, not taiwanese brand; ASUS, MSI, Gigabyte so on are TAIWANESE brand, hence, the carries higher price tag, think of VAT TAX, however, Domestic board are very cheap)

my board is ONDA B365ITXSD4-ITX board, I got it brand new at retail market @ ¥ 388 ~ $55 USD), CPU on the other hard is more expensive than MRSP in USA,

at end of day is threading is my problem not the clock rate, the best candidate per price ratio for Socket 1151 (Most china 1151 motherboard has compatibility 6th, 7th, 8th, and 9th gen on the same board) is Intel CC150 (8core/16Threads) CPU, but the downside is lack of iGP,

so for 1151 my choice comes down to:
*extremely hard for me to fine non-K in china for some reason)

¥ 2200 i7-9700K (8C/8T)
¥ 3500 i9-9900K (8C/16T)

or better yet

¥ 2500 i7-10700K (8C/16T)

bad deal....
¥ 5200 i7-9700K (10C/20T)

for motherboard
S1151
¥ 388 ONDA B365SD4-ITX

S1200
¥ 950 ASROCK H470M-ITX/AC

for me to upgrade to i9-9900K will be almost same price as upgrade to 10th gen

*NOTE: regardless the i3-9100 cooler sux... i will have to upgrade to ThermalRight AXP90 or AXP100

Many of those sketchy Chinese boards have awful build quality, I wouldn't trust them with a high end CPU. The power delivery is very questionable in boards I've seen, and the BIOS is usually a mess.

If you can get a 9th gen Intel chip for cheaper, go for it because like I said, the 10th gen is not really measurably better. And it's a given that Intel CPU coolers are trash, they've been trash since LGA775.
