Problem with games not loading full screen

When I load games like UT2k4 and America's Army, they load in a smaller window, not full screen. In America's Army I set it to use full screen. Yet when I start it again it loads in a window. Is there a setting I can use to make everything load full screen?

I get this occasionally with UT2004. Also, I believe America's Army uses Unreal Engine 2.0. It seems like this is a problem with the engine itself. The only way to handle it that I know of is to just hit Alt-Enter when it loads in a window.
