Powerful laptop buying advice requested

I am a desktop user but I have a friend that wants to buy a powerful laptop this holiday season for CAD/3D modeling/ gaming/general use. He likes this site https://www.eluktronics.com/ because they put no bloatware on the machine and he wants me to recommend him a model. I told him that Nvidia just released the RTX 3000 series and that AMD will release Big Navi this month and that Zen 3 is coming in Nov. Is there any estimate when this new generation stuff will hit mobile? Is it realistic to wait? What advice would you give? His budget is $1400-$1500. I wouldn't count on the RTX 30 series reaching laptops for a while. It might not be more than a few months, but it'll still need to wait. It might use more power than the 20 series. Zen 3 and Big Navi I don't expect in laptops until 2021, either.

Realistically, I'd recommend a system based on the fastest current chipset your friend can afford and be happy. He might not get an RTX 30 or Big Navi system on that kind of budget even when they're available. I've heard nice things about Eluktronics, but if it doesn't have to be an RTX chip, Dell's newer XPS 15 could be a solid pick.
 
My concern with something like that is part availability if \ when something fails. It's hard enough to find parts for other bigger (but still generally small) brands like msi or razer.

Like Aurelius implied, $1400-1500 is not much for a high end gaming laptop. You probably wont find any RTX 3000 \ Big Navi based laptop until well into next year, especially midrange 3060 level components you would likely get in that price range.

Your friend may want to keep an eye on slickdeals. Plenty of laptops with similar specs to that eluktronics pop up in the $900-1000 range. For $1400 you should be able to get a 10th gen i7 and a 2070.
