I just installed Windows 7 for the first time recently and I was surprised at how bad my Audigy sounded. I thought perhaps Creative had gotten lazy with driver support, but after sorting through control panel I found the culprit: the default sound settings were just awful. The bass and treble were both turned way down and the signal was set a lot lower than it should have been. Here are the settings I changed to get my card sounding good again.

i don't have the "tone" tab on my speakers - but mine just says "high definition audio device" for the speakers.

i have onboard sound - maybe i should double check my drivers.

i noticed immediately shit quality audio from the moment i installed win7.

i cranked the advanced tab/format --> 24bit 96khz and it did sound better.

You won't get all the same options with onboard audio hardware as he does with an Audigy.

Those are the settings my install defaulted to on my system. Don't know why yours started off so low.
