a. team member A can work from home without issues with citrix AGEE VPN (CAG) and cisco ip communicator

b. team member B signs on, the quality of the calls degrade for both team members immediately.

-they are at different locations
-have tested with team members that have the same or different isps
-each have high end connections 15mb, 18mb, 20 or 25mb (1 or 2mb up)

Any potential issues? I was thinking it may be the firewall kicking in when working remotely.

My theory is that when vpn establishes, SEP kicks in the built in firewall since the device is offsite.

yep running voip over a vpn does that.
It will quickly overwhelm the router plus the latency kills call quality.

the concern is it works fine if one person is working remotely.

if two people work remotely at two different locations it then has issues.

yes double the vpn traffic to the vpn router, if they talk to each other 4x.
The cpu or the encryption coprocessor cant keep up with it.

voip is udp and running it over a tcp tunnel by itself is very problematic then add the vpn buffer and overhead and it gets even worse.
But in this case it is most likely the encryption engine on the router that cant keep up.
