Pink Spots on Bottom of Laptop Monitor

I just bought a laptop from ebay and it has pink dots on the bottom of the screen. You can see it on a white page when viewing the internet and you can even see it slightly on a black background as well. What causes it? Can it be fixed? But most importantly, will it get worse over time? Right now it's about only an inch high.
