do the basic trouble shooting, reset the bios or switch to the second bios(also check and make sure all those switches under the start button are set to off just in case), pull 1 stick of ram and test each one by it's self when booting, check and make sure the gpu's installed properly and/or without the gpu installed, if you have another psu test with that, and/or take the system out of the case and set it up on the motherboard box to see if there's a grounding issue with the case.
Reseat the memory (and maybe the CPU). If you get the RGB lights, you're getting power. Could be a short in your case also. Does it work outside the case?
