Paypal now blocking VPN users?

Just got this when trying to go to Paypal via PIA:

If this is true it will get me rather worked up, enough to boycott them.

Hmm.

I refreshed my VPN connection a few times, and was able to get through.

Seems like only one, or a few of the PIA IP addresses are banned, but not all.

I certainly hope this is a one-off auto-ban because some idiot was doing something stupid using PIA, and not a change in policy on Paypal's part.
