Outlook 07 - Not receiving certain emails...because of client email server rules

I have two client rules set up in my mail server thru my ISP's webmail.

1) If email is from 'a', move email to folder 'a'
2) If email is from 'b', move email to folder 'b'

Now everything works fine and dandy in my webmail, but in Outlook I'm not receiving any emails from 'a' or 'b' at all. Not in my inbox, not in my folders (same name), not anywhere.

Why is this?

Do I have to take the client rules off the ISP's webmail and only implement them in Outlook?
 
No idea how to do this with POP3.

Either way, I don't think you can have local a and b folders on your computer synch with those on the server.

If you set up IMAP (instead of POP3), you can see a and b folders on the server through Outlook.

Even if the local and remote folders don'y sync (which I don't think they are suppose to), shouldn't Outlook be downloading ALL my emails from the server?
