I'm not behind a router but I am using my schools network, I've never had this bad of an issue before having this board. Are there any good cheap nic's?

If that doesn't help, try a cheap Intel server NIC from Ebay. It's likely just the way traffic is on the network though. I would fully expect the speeds to be all over the place on a school network.
