Hehe, I learned a long time ago to not overthink an issue when you are looking for a simple solution. :) Damn duct tape leave residue...

Is it only encoding at 5.5 FPS in each instance?

Think what you will, but AMD did have a period before it lost the bubble (you'll have to figure out what that means). Intel did nothing for the OCing community early in their life. Intel held nothing but contempt for us OCers. Maybe only a few of us go back that far.
 
Overclocking the Intel Core i9-7900X X-series Processor
We have finally gotten some time to spend with the new Intel Core i9-7900X, which is a 10-core 20-thread CPU built to be used with the new X299 chipset and motherboard platform. Is this $1000 3.3GHz to 4.3GHz CPU good for overclocking beyond stock? Overclocking the 7900X takes a good bit of cooling, and then a little more for overclocking.

I was standing on staging demoing a 4GHz Intel system in Germany the first time an Intel Exec every spoke the word "overclocking" in public.
 
You mention a draw of 500W at the wall. What is the efficiency of the PSU at that power draw? From that, you can calculate how much power the CPU is actually using. You might further clarify that section by mentioning the power draw when the CPU is not overclocked.

Or you can just take a multimeter to the measure points on the motherboard.
