if say you got a test question that said

which of these cables is least susceptible to emi

fiber optic
utp
stp
plenam

how would you answer ? and which is correct answer.

but fiber optic is not affected by emi at all. its effected by modal interference. how the question is asked i think is still misleading what do you guys think.

Well, the fact that it isn't susceptible to EMI altogether means that by nature it is less susceptible than anything else that is affected by it in any way. So the answer is definitely the fiber optic cable.

+1

I agree here, and would argue it to death. If fibre was not an answer the answer is extremely obvious, that being STP(due to the metal shielding). "plenam"(plenum) cable does absolutely nothing to reduce EMI.
