This is really strange. I am unable to remove or even right click any of the Windows Updates in Programs and Features, and the "Uninstall" button that used to be next to the "Organize" dropdown is gone. It started after the KB4517389 update. I've tried uninstalling it through Advanced Startup/repair and Safemode, both of which failed. Is a clean install my only option?

Yea, I saw that. As I said some of them will uninstall unless they are MS security updates.

I assume SOL then.

I use Ccleaner I am able to remove things far easier/quicker

however

as other say it is MSFT, for whatever reason they seem to think you want 10 bajillion things using resources, do not want to be able to use Keyboard/mouse to adjust things in Windows for Windows etc.

As time goes on, those that should "grow up" (in this case operating systems) seem to be not trying so hard beyond putting on fancier clothes over the same old dust/filth/rust sort of speak

hope you figure out what is preventing you from doing what you want/need to do ^.^
