That's not how you disable telemetry in Nvidia drivers (for awhile now). Edit: or maybe it is if you use GE experience?
run services.msc>change NVIDIA Telemetry Container to disabled
for a batch file use

sc.exe config "NvTelemetryContainer" start= disabled

(keep that space after =)

Driver telemetry is good. Fixes problems.

Also if people don't want it.. Delete the Telemetry folder.. Then Install.. No point in disabling it after you install it.

Just don't install it.. period.
