New Build Boot Problem - Turns Off and On Every 3ish Seconds

So thats my rig. I go to start it up and it turns on for about 1-2 seconds and then automatically shuts off, nothing fully fires up and therefore nothing appears on the monitor. About 2-3 seconds later it automatically starts back up and proceeds to shut down again. This is repeated until I flip the switch on the PSU. I have un built it and put it back together on cardboard. Same error occurs. I tested one of the PSU cables and it was coming out to correct voltage. I'm all out of ideas, I have reseated the heatsink as well. If anyone has an ideas or things to try let me know. Thanks in advance.
 
What if you try booting it without any drives or addon cards? This includes video card. Of course you won't get video that way, but you'll still be able to tell if it shuts back off.
 
Reset CMOS?
Did you plug in all of the necessary power cables?
