Network bandwidth usage

My computer is hooked up to a satellite internet system on a network with approximately 15 other computers. The administrator is constantly complaining that using personal webcams and downloading is slowing down the network connection for the other users. Is there a program that I can use to see how much of the total network bandwidth my computer is using at any given time?

I noticed that when I ctrl-alt-delete and go to the "network" tab, there is a "network utilization" chart. Is that percentage there the percentage of the total network bandwidth or is that something different?
Any help is appreciated. Thanks.
 
That network utilization chart in the task manager shows the % utilization of your NIC, i.e. 10Mbps over a 100Mbps NIC will show up as 10%.
 
The programs that run on your PC will only tell you the bandwidth your PC is using.

So keep in mind that your administrator may be correct. Those things do eat bandwidth.
