Nero error: Drive is in use by another Application

I just installed Nero6 Ultra on my laptop (Dell M140 w/NEC DVD +-RW ND-6650A)
When I try to back up some pictures I get the error that the drive is in use by another application. WTH?! nothing else is running in the background. I uninstalled Dells crappy programs so they are not interfering.
I went into the task manager and no other apps are running and I shut down all but the basic processes that are running.
I have never had this happen with Nero before.
 
I went to Admin tools>services and disable "IMAPI CD-Burning COM service" This allowed me to start a burn. But then I get the message that Burn Process failed.
