Need help with iCloud photo for Windows 10

I have an iPhone 6 and an iCloud account. All my pictures and videos get uploaded automatically to my iCloud account.

I installed iCloud Drive and iCloud Photo on my Windows 10 PC.

Right now my PC is downloading all 30ish gigs of pics and videos.

Now my questions are

-will my PC automatically download new photos and videos from my iCloud account?
-if I delete pics/videos from my iPhone they will get deleted from my iCloud. Will those pics be removed from my PC too?
-If I delete from my PC will those pics/videos be deleted from my iCloud and iPhone?

That's not really a back up then.

iTunes can actually "back up" my pics and videos right?

iTunes will, with iCloud photos being enabled I am not 100% certain it will. I know iCloud backups wont backup your photos with iCloud photos enabled because they are of course all on your cloud storage so it would just eat up double your online storage. I would do a backup of your device and see how big that backup folder is just to make sure.
 
You can just copy pics off the phone using Windows Explorer if you want a real backup.
 
Also if you copy the photos into another folder. that folder will serve as a backup.
