MSI Z77a G43 PWM doesn't work

Hi everyone
Firstly,sorry for my english,it's my 2nd language,I'm hoping that is understandable(If you have comments about it don't hesitate)
Since the beginning I have a problem with my motherboard
I feel like the fans are at their maximum speed all the time,so my computer make a lot of noise and now(I have it since 2012) I'm starting to getting tired of it
Setup :
-Fractal Design R3
-Fractal 120mm at the front(it doesn't make noise)
-Fractal 120mm at the back which is fucking noisy
-2 Noctua 120mm at the top which make a lot of noise also
1 Noctua 120mm(other model than the two ones which ils slower) which is the CPU fan is quiet
And last thing, I don't have a "CPU fan" on my mobo,I only have "Systemfan"
I've also read somewhere that this mobo bas 2 fake PWM,it seems to be PWM but it's not
What do you think about it ?
