In your review I suspected as much since there wern't photo's of the card dis-assembled. I didn't wan't to pull apart my card just to see if there were thermal pads on the VRM's or not. As you say, as long as the card is functioning without issue it's probably running as designed and shouldn't be anything to worry about. I do suspect (looking at TechPowerUp's pictures of the metal plate & thermal pads that were there) that the lack of pads on the VRM's were a manufacturing oversite on the board sample they had.
