Motherboard water blocks without water?

I have a Rampage IV Extreme Black edition with the 2 blocks on the motherboard - will the blocks cool the components enough to run the system without water?

i'm gonna say no.

the stock blocks would have some kind of fins to make sure the heat can dissipate be it actively or passively cooled.

a big hunk of copper or what not will just get hot and that's it.
