Those who are disenchanted by Windows 10 S and its lack of traditional application support may take a better liking to Windows 10 on ARM: Microsoft is reminding everyone that it will not only support Win32 apps, but any and all, supposedly. Qualcomm’s Snapdragon 835 chip will be the first to run this version of the OS, but it is hard to say how good the performance will be, being mobile hardware. Hopefully, the battery life on these devices will be impressive, at the very least.

…the company confirmed that not only would Windows 10 ARM be able to run legacy apps developed for computers with x86 processors, but you’d be able to just download any old Win32 app from the internet, install it, and run it on a computer running Windows 10 ARM. In other words, Windows 10 S runs on devices with ARM or x86 processors, but only supports Windows Store apps. Windows 10 ARM only runs on devices with ARM chips, but supports apps from pretty much any source. Developers don’t need to convert their software in any way, because Windows 10 ARM includes a built-in emulation layer that allows Win32 apps to run on an ARM-powered system.

The battery life won't be too impressive if the CPU is pegged at 100% all the time trying to emulate x86. :p

From https://support.microsoft.com/en-us/help/4020089/windows-10-s-faq:

Windows 10 S is a specific configuration of Windows 10 Pro

Ultimately, if you want to download an application not in the Windows Store, you can choose to switch out of Windows 10 S configuration to Windows 10 Pro.

You can switch to Windows 10 Pro easily at any time through the Windows Store for an affordable price; payment is collected through the Windows Store.
Windows RT this is not. Windows on Arm is something else and not related to S. S appears to be a software switch whereas Arm is likely emulation.
