Messages sent not getting to people until later

I had a user today say someone sent her something yesterday and she didnt get it till this morning. How can I check on Exchange 2003 and see where the slow link was. I mean we only have 43 AD mailboxes so we dont have a huge load. What can delay delivery?
 
was this two internal users emailing each other, or an external user emailing in to your user?
 
Open the message tracking center in Exchange System Manager. Do a search for the message and see when you actually received it vs the time stamp in the headers of when it was sent. Also check the time stamps from each smtp device that handled the email.
