Meshed Independed Security Surveillance For A Community Wide Surveillance System

As a member in a Volunteer Community Patrol Group down in Brooklyn one of the things we want to in order to battle crime is to implement is a Community-wide Video Surveillance System. Being a small community in Brooklyn and the crime n a serious rise we see this as a mandatory thing.

Now the city dose not want to help us out, not with grants nor with permission to use utility poles, so we devised a plan. Most houses have a broadband internet connection and faces the street, so we were thinking of putting a small computer with 3 or 4 cameras connected to it and to the internet. That is something that by law we can do.

Now this is the issue.

Our budget isn’t that big, so we can’t afford some fancy security company to design such a system for us and we are opting in the DIY [Do It Yourself]. We will set up the systems and do the installation, between ourselves we have enough knowledge in computers itself, but the surveillance hardware is where we have no clue what to do.

This is what we want to achieve. Around 100 cameras from at least 40 different houses/internet connections, a central monitoring station, a central place to store the video, and the ability to once in a while take one set of cameras and make them publicly viewable, so the residents can go on and actually see it for themselves.

Can anyone recommend some solution for such a situation, or if this isn’t the right forum for such a request, can you please refer me to a proper forum, maybe even one that dedicates to security and surveillance.
 
Are you able to put the computers in the houses? Or does this have to be a device/pc that is in a weather proof enclosure?

How long do you want to keep the video? Do you want it to be event triggered capture? Meaning you can view live, but it only stores when there is movement.

The computers will be indoors we will run wires out on the side of the houses and mount the cameras outside.

Video should be stored for 30 days, and should be trigger captured.

But remember the main point of this is to be able to sit in one office and have a central viewing station, and the ability to make some cameras public (to help raise money for maintaining it)
 
Central monitoring off home internet connections will suffer. Most typical cable connections have a maximum upload of 45kb/s first off, meaning realtime will be all but impossible. But onto video capture and storage...webcams + simple DShow utility on client end would probably work, but in reality, you'll have to work with whatever the interface the camera gives you, and then stream that to the central station.

I dont mind the lagging part, the viewing office hada a good solid T line and most of the homes have DSL some even have FIOS, so it is doable.

As to the software you meantiod, can you elaborate?
 
Well, what type of interface are the cameras shipping with? I daresay you'll have to do some coding on your own...if it's an analog connector, you might be somewhat screwed, seeing as that will require more effort on part of the host computer. A digital connection such as through USB would be less of a performance hit as the computer quietly streams it to your central station.

Let me clarify:

We didnt buy anything yet, no hardware no software, nothing.

Im am feeling ow for part and stuff... so im all open to suggestions.
 
Only problem with that...doesn't look 1. Outdoor-worthy 2. Not Surveillance Grade Equipment - Insurance people might not even consider it if a house gets pwned 3. related to 2, probably no zoom capability 4. requires a wireless network to leech onto, I see no Ethernet jack, 5. Paying premium for the Linksys name.
 
if your houses are close enough, you may not need the internet connection, but could make due with a Wireless Network (Mesh-like)...
