Memory OC question on Asus P5B Deluxe w/ E6300

I have an Asus P5B deluxe (newest bios revision, not sure of number... 814 maybe), E6300, and 1GB of Crucial Ballistix DDR2-800 with 4-4-4-12 timings. I am having some inconsistent OC results. I can OC to 399, however once I goto 400 the bios is reporting speeds based on 328MHz FSB (somewhere around that number). I set it back to 399, which report as ~2.8GHz (7 * 399 = 2793). I then made a jump from 399 to 450, and the bios reported something crazy like 36.87Ghz, however windows recognized it properly at 3150. I didn't adjust the timings of 4-4-4-12 when I pushed the memory to 450 or DDR2-900 speeds. Its either the ram is unstable (not sure how to test other than memtest86) or it is a great overclocker. Anyone have similiar experiences? Any recommendations of windows memory testing? Furthermore I have a question regarding chipset voltages... I saw a tutorial posted here that shows the voltages maxed out... is that a good idea?
