manually controlling mobile processors

I have a mobile sempron in my laptop and it does this speed-adjusting thing where it runs at half the clock-speed until it is supposidly under load and then it increases to the full speed. I've found this to be a little flakey in some cases, and I was wondering if anyone knows of a utility that I can download that will let me manually over-ride this behavior. Does such a thing exist? I would think so but I haven't turned up anything on google yet.

PowerNow! works fine. I don't know why so many people want to override it and have a processor that runs twice as hot (or more) at idle, but here's a link to ClockGen if you have a NF3 (S754) or other compatible chipset: http://www.cpuid.org/clockgen.php
