Anyone who regularly compresses and uncompresses files.
The inbuilt decompresser of windows is slow as shit and only handles zip archives.
And I prefer WinRar's interface and context menu over 7zip's.

I have winrar 5.50 and it still had the unace library with the exploit. Only the very latest builds have it removed (I simply deleted the dll myself to no ill effects.) Also Winrar is one of those softwares that you never update, you just install whatever version is available after you install Windows. It works fine for you until it's time for a fresh install.
