Make mp3 sound bite from video file?

I used to do this a long time ago, but cannot remember for the life of me what software to use to make a quick sound bite mp3 from a video file. Does anybody have any cheap/free suggestions?

I want to make a text/ringtone from an mkv or mpeg4.

reaper + lame + ffmpeg... easy import, crop/edit with crossfades, export to mp3...

Just another option if you want more control/flexibility... of course there are simpler solutions like above, which will work fine too if that's all you need...
 
Use something like Audacity to record the audio when you play the video file through the audio mixer (there are versions of Audacity for all three major operating system platforms). You may have to fiddle with your system's audio mixer to ensure the "recording" mixer feeds Audacity - you'll know if it's working just by seeing activity on the recording level monitors.
