Looking for a free windows tool to test link capacity.

I know of a pay for tool (Solar Winds Wan killer) that I use at work, as well as free Linux tools, but does anyone have any good free windows tools for capacity testing WAN or even LAN links?

I spent about 15 mins on the web searching as well as in this forum and didnt come up with anything that looked very good.

This is one that was actualy floating around in my head, but I had thought it needed a client and server? (I was hoping ofr a single point tool, but forgot to put that in the original post)

IPERF. It does require the 108KB program (no install, just drop the exe) on each end, but I don't know of anything (besides a ping flood) that doesn't require something on each end.
