Is there any reason why I can only find these cards in the pci form factor?

I want something like this bit in a pci-e version.

I'm tired of running out of usb ports

Do note that you can connect multiple devices to a single USB port, you just need to get a USB HUB. Much cheaper than getting an actual USB controller card.
 
Why don't you use a powered (gets power from a wall outlet) USB hub?
