Can mods unlock a thread?

and whats with the 33 second limit? Why 33 and not 30 or 45 or 60 seconds? *just random question as it stopped me from posting after I just replied to a different thread*
 
Mods can do just about anything other than ban and shut the forum down.....

Kyle chose the 33 second timeout.....no clue on the extra 3 seconds :)
 
Didn't realize mods can't ban. Doesn't make much sense, but not much does. Thanks.
