My little brother needs to upgrade from his current netbook to something useful for his needs. I do understand and explained to him his budget is VERY tight for what he wants but I guess I will do the best I can.

Budget ~$400

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Web browsing mainly, light gaming (HL2), photoshop, blender, maya 3D, Illustrator
2) What's your budget? Are tax and shipping included?

~$400

3) Where do you live?

He lives in Northen New Jersey

4) What exact parts do you need for that budget? CPU, RAM, case, etc. "Everything" is not a valid answer. Please list out all the parts you'll need.

Mobo, PSU, CPU, RAM, HDD, Case (possibly), GPU

(i have a Diablotek 400watt but its meh on being reused)

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

Monitor, keyboard, mouse, (possibly reusing PSU and case)

6) Will you be overclocking?

No

7) What size monitor do you have and/or plan to have?

19" 4:3

8) When do you plan on building/buying the PC?

ASAP

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? etc.

nothing special

10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? 32bit or 64bit?

Yes Win7 pro from his school

What case does he have now?

For now, just gonna assume that the reusable case uses 80mm fans or is pretty old:
$102 - AMD Athlon II X2 245 CPU + Biostar TA785G3HD AMD 785G mATX Motherboard
$43 - Patriot 2GB DDR3 1333 RAM
$90 - ZOTAC ZT-98GES5P-FDL GeForce 9800 GT 512MB PCI-E Video Card
$55 - Samsung Spinpoint F3 HD502HJ 500GB 7200 RPM SATA 3.0Gb/s Hard Drive
$90 - Antec Neo Eco 520C 520W PSU + Silverstone PS05-B ATX Case
----
Total: $380 plus tax and shipping

well its a brand new mega-budget case I picked up from Micro Center (20$ case) that i loaded up with 4 120mm fans, it is REALLY cheap construction though...(friggen razor blade sharp)

I was thinking that it should be 4gb because of the Maya 3D though....

thanks for the help. im horrible with cheap systems becuase all I deal with are quad core, 4gb+ computers anymore.

Ok the question still stands: Do you want to reuse that case or not? If reusing that case, it'll get you 4GB of RAM. If not, then your bro will have to settle for 2GB or up his budget by another $50.
