Enlightenment, perhaps. Both 0.16 and E17 are highly interesting.
As for where to get these, that depends on your distro.

However, I suspect you didn't intend that question the way we've been reading it.
For normal functionality, KDE and Gnome are probably better choices, especially if you're not too experienced with linux.

If you want an easy transition from windows, try

KDE - http://www.kde.org

If you want some nifty features, try enlightenment

http://www.enlightenment.org

I second KDE. Gnome is also a good place to start.

As for where, the easiest is to find a distro that has it as its default.
Try Ubuntu for Gnome, or Kubuntu for KDE.
(There are many good alternatives, but these should be a good place to start.)
