What should I get if I were in the market for a new video card?

GTX 680+ 4GB

or GTX TITAN?

Titan if money is not an issue. And that you are on a high res monitor. If 1080p just stick with 680.

Let me qualify the question:

Money will be no object and the res will be 2560xwhatever that number is, system in sig is otherwise accurate except for video card, currently I have a GTX 660 Ti

If you want sli titans I'd look into maybe upping the PSU to something a little higher wattage
