LED monitor screwing up

Can anyone tell me wtf is going on with my LED monitor? I have had it for about 2 years now and it just started doing this about 2 weeks ago. Also, any thoughts on how to fix it? I thought it was the cable but its not.

It is dirty and plugged into a Win 10 box. Clean it and plug it into a Win 7 box and see how it acts.
