Layer Unlock Help

I scanned an image yesterday and I can't seem to get the layer unlocked.

everything in the layer menu is dimmed out, i can't even add a new layer when working on this image.

please help

check with mode the image is in. or just select it all, copy it, and create a new project.

well so far i tried cuttin and pasting it to a different project, and saving it as a different format, still no luck
the only mode available is gray scale and bitmap
