Latest Windows Update has my games stuttering like crazy

165hz monitor, 980ti, nothing else has really changed. CSGO has always been buttery smooth, and net_graph is still showing high FPS but even after two restarts the game is running like ass with these tiny little hiccups all over the place.

NV control panel still shows 1440p@165fps and the monitor is reporting it too. I can't really figure it out, it's been so long since I've had to mess with anything I've kind of forgot.

Not really looking for 'solutions' like roll back or switch to Linux etc

this seems to have corrected it, not sure which. Went with the superfetch + driver update + disable diagtrack

What version of nvidia drivers? I was a few versions behind and noticed stuttering in Factorio (of all games). Latest driver fixed it.

Superfetch is there to help you, people disable it due to lack of knowledge on how it works.
