Laptop recommendation: Windows 10 & SSD

All I have found for a reasonable price so far is a Toshiba Satellite customized from their site with Windows 10, i5-5200U, 8 GB RAM, and a 128 GB SSD for $620.

The budget for this is $700.

Dell has the XPS 13 with an SSD which would probably be good, but is a bit over my sister's budget.
 
You'd increase your options if you'd install the SSD yourself. I've done it several times, it's easy

Then I would have to reinstall Windows and all of the drivers. Which would be easier if manufacturers still provided media.

Nope, that's what cloning software is for. With a 2.5" drive it's usually cake to clone the drive and do the swap. Windows won't even know the difference.

Mileage varies with other storage types.
