Practically, you're limited by the resources your system has (amount of ram, number of CPUs, graphics memory, storage space). However, technically you could run as many as you want, ignoring those limits–you'd just probably have a really bad time.

You can run more VM's than your system has CPU's. You can overprovision all of your resources if you'd like, it'll just slow things down when they are all competing for resources (or they can run out completely depending on the resource). It's almost like asking how many apps can I run at once? The answer is as many as your system will allow until it runs out of resources. How well these apps will run is an entirely different story . Same for your VM's.

Also don't forget that if you are using vsphere there is a practical limit based on the size of your vsphere host that it will reliably support. it isn't a license limit so you can build one larger if needed but we're talking hundreds of hosts and thousands of VM's at that size level. Probably more than you're thinking about.
