Internet never works on first boot of PC

So, I need some help, everytime I turn on my PC it doesn't see the modem or router and won't connect to internet. I have to turn on the PC, unplug the modem and router and replug them in before it sees the internet. Any other way of doing it doesn't work. (I leave modem router on 24/7, PC is the one in sig, running Win &. Modem is an older Motorala surfboard, wireless is ZyXEL XtremeMIMO X-550 Router.

isp provider can't seem to help... Is it something simple I can change or do I need to buy less crappy internet hardware.

Have you tried directly connecting to the modem instead of through the router? This way you can try and narrow down if it's the router or the PC.
 
Good idea... The other thing is I have a laptop with Win 7 that has absolutely no trouble connecting to the internet
