Input wanted on transaction experience

I bought the Aerocool Sharks for $25 shipped. I paid for them immediately on July 3rd. It is now two weeks later and I still have not received the package or a tracking number. The seller claims to have shipped the item USPS Priority on July 6. After going days without communication, yesterday he tells me he actually shipped the item via a UPS account at his work since his "checking balance was low." I ask him for a tracking number and now it looks like he is ignoring me as he was online today and still has not given me a tracking number. I have ordered other fans already so these are pretty much useless to me now.

I have already opened a case with Paypal but what else should I do? Should I wait a few more days before leaving heatware? When should I escalate to Paypal claim? Thanks.
 
I would file the claim through PayPal now, and I would also leave negative heat now as well. Factors working against the seller:

-claims he was on a rafting trip and couldn't respond to buyer (even if that's true, it's a stupid thing to do)
-said he shipped via USPS, then changed his story and said he shipped via UPS, but is somehow unable to produce a tracking #
-the buyer still does not have the items purchased
-lack of communication

Pretty crappy!
 
You should file the claim now. Very poor trading practice by the seller. I'd also leave a negative since he lied about shipping.
 
Thanks for the feedback guys. I just escalated to a claim. I am frustrated with the seller but I think I will give it one more day before I leave the heatware. If the fans actually do come I don't think negative heat would be appropriate despite the non-existent communication. Just trying to be as equitable as possible seeing as the seller does have nice feedback and I am just shocked at the fact that he may be scamming me for a few fans.
 
Doesn't necessarily sound like a scam, but just extremely poor communication, which is almost as bad.

if communication has ceased or you feel your getting the run around, then yes, file a claim..you can always close it if and when the items show up

Thanks for the response. Seeing as I am not the only one I will go ahead an initiate a claim. Please watch this seller.
 
I hope this is just a misunderstanding, and not a good trader going bad, but with multiple people having issues it doesnt look good.

That sucks because he has 3 years on [H] and 3 years of heatware (23-0-0) with the last one being from Feb 2012. Hopefully he straightens up.
 
He seemed fine. And I completely understand shit happens. I more than willing to be fine with it so long as I either get my money back or finally get the stuff. Hopefully all turns out well.
 
Looks like the guy is going to make me wait for my money on Paypal. He is just ignoring Paypal and making me wait a week for the money. Sigh.

Couldn't you just edit your heat comments or add an addendum if it works out?
