Input lag on Radeon Pro WX 3100

I bought this card earlier in the week and it has been having some strange issues. When I open up Word or Excel and start typing I get serious input lag. I can type a full sentence in some cases before the text appears on the screen. Same with Excel, I can change a cell and hit enter to go to the next cell and it will hang before it finally refreshes and displays the next cell.

I am using a Startech DP to HDMI adapter to connect to the monitor. I don't see any issues when I use the same adapter with the onboard video adapter.

I did also have an issue installing AutoCAD 2018, it kept crashing out the video driver so I am thinking that is where the issue is. I haven't tried the Adrenaline drivers to see if that will resolve the issue. I won't be doing any gaming on this machine. Mainly just CAD and Office 2016 work.
