Inexpensive card to drive a 4k monitor?

What would be a fairly inexpensive video card to drive a single ultrawide or 4k monitor? Usage would be mostly software development, occasional full-screen video. System is running a 3570K on a Z77 motherboard.

Edit: Fanless would be plus.
 
RX 550 or GT 1030 would be choices. GT 1030 should have fanless choices.

The two problems I have with the 1030 is minimum VRAM requirement for 4k streaming (3GB), and the fact that DDR4 options are available for the same price as the GDDR5 versions.
This means the 2GB 1030 will not be able to stream 4k Netflix. If that is not a big deal to you, then GT 1030 all the way!
 
Literally anything that's currently on the market. Even Intel/AMD integrated graphics will work just fine.
